Comprehensive immigration reform has eluded American lawmakers for almost four decades. Meanwhile, encounters at the Texas-Mexico border rose to nearly 2.5 million last fiscal year, surpassing all previous records*. Senate Bill 4 was passed by the Texas legislature last fall, signed by Governor Abbott in December, and scheduled to go into effect on March 5, but is now on hold for violating the U.S. Constitution while an appeals court reviews it. The bill creates a state crime for illegally crossing the border from Mexico and creates a state process for removal of migrants.
