In a January 1965 telephone conversation with Dr. Martin Luther King, Jr., President Johnson expressed his interest in making housing a cabinet-level agency and having Robert C. Weaver serve as its first secretary.
President Johnson went on to sign legislation on September 9, 1965 establishing the Department of Housing and Urban Development (HUD). Robert C. Weaver was sworn in as secretary on January 18, 1966.
