Joseph Califano served President Johnson as his top domestic aide from 1965 to 1969. He later served as Secretary of Health, Education, and Welfare in the Carter administration, where he mounted the first national anti-smoking campaign among other programs. In 1992, he founded The National Center on Addiction and Substance Abuse (CASA) at Columbia University, where he now serves as Chairman of the Board and President. Mr. Califano has written ten books, including The Triumph and Tragedy of Lyndon Johnson: The White House Years.

Califano recently authored High Society: How Substance Abuse is Ravaging America and What to Do About It. He demonstrates the high cost of substance abuse on our society, citing its influence on violent crime, health care costs, family instability and violence, teen pregnancy, the spread of AIDS, and poverty. He calls on his years of experience to propose changes in our culture and the way we prevent, treat, and enact justice for substance abuse.
